Someone "pushed the wrong button" to send out a false alert to warn of an inbound ballistic missile alarm to Hawaiians, according to Hawaii Gov. David Ige.
The incident occurred during an employee shift change, Ige added while speaking with CNN.
Cellphones, television, and radio stations received the morning emergency alert, which claimed it was not a drill.
Local officials and the U.S. Pacific Command have since confirmed that the emergency alert was sent out in error to residents of the island chain, which recently tested out a Cold War-era nuclear warning siren in response to North Korea's missile and nuclear weapons programs.
Lawmakers and Ige are seeking answers for what exactly happened so that the mistake will not be repeated.
"While I am thankful this mornings alert was a false alarm, the public must have confidence in our emergency alert system. I am working to get to the bottom of this so we can prevent an error of this type in the future," Ige said in a statement...

I does seem unlikely. First, it seems unlikely that there is “button”, and not a procedure with multiple stages.
They were probably trying to bait Trump into blowing up North Korea.
It would be fun to do this to the NORKS.
Just some flunky government “worker” being their typical incompetent self. They probably will give them the Medal of Freedom or some equivalent.
Let’s see the official Protocol for releasing
such an alarming notification!
Imagine setting up a warning system this important, yet so lax, that it would even be possible for more than one or two people on staff to activate it.
Imagine that it didn’t have a plastic cover over it, that would have to be flipped before activating it, just sitting there where folks could bump it, activating it by accident.
This is evidence of mind-numbing stupidity.
My father was one of the persons who activated the Los Angeles County-wide warning system during part the cold war. It took one person to do it. One Friday per month, the system was tested to make sure it was in working order. We’d hear the sirens clear across Los Angeles County.
For that period, I knew my father was the person who flipped the switch.
My Theory: it was hacked, it took 38 minutes to regain control and issue the all clear.
I’m sure this system is handled by a computer thee days, which means a deliberate action had to be taken. If not, what a lousy system.
Of course. Such alerts are not as easy initiated as Hillary's childish reset button.
A faceless person will be transferred to a windowless office where there will be nothing with buttons.
Why did it take 40 minutes to correct it?
I’ve asked that myself. Probably had to get the Governor’s OK before retracting it.

At the radio station where I used to work, there was literally one button for the weekly test (merely a buzzing tone) and, as you mention, a procedure with multiple buttons and passwords to be entered to enable a monthly test, which simulates a real alert.
