If he’s paying some of his staff members from the budgets of other departments, that means that those other departments are getting the short end of the stick. And in turn, the residents of the State take it in the shorts. The departments he’s pulled positions from, have to be suffering from staff shortages. Each department is allocated so many positions, and money to pay for them. That money is set in the State budget each year. Since he’s taking those positions from those other departments, the department heads can’t fill any actual vacancies they have. In actuality, he’s depleting the services those other departments can perform, in order to surround himself with extra staff. Greedy little bastard isn’t he?
