When something new begins there is always a growth that far out paces where it will reside over the long term. In the case of abortion, the new law opened up an outlet to millions of women to obtain something that was limited in nature to them previously. Hence, the large number of abortions throughout the 70s and early 80s.
As the newness and availability of abortions became common, to some extent social norms, societal pressures, education, etc. all produced a regression to the mean. While abortions are still too high and way too common, the story is accurate and woukd have no reason to disbelieve.
Chances are the promiscuous sex which leads to abortion isn’t down.
