Modern day bear apologists tend to forget history that bears are dangerous to man.
If he would have only used bear spray, the bear would be alive and the warden would be either mauled or killed.
But the bear would be alive!
The message to tourists is that bear spray keeps the bears alive! But bear spray MIGHT BE 90% effective in stopping a bear attack. Might be.

Tom Smith, Professor at BYU, one of the most quoted proponents of bear spray, said as much in a Sports Afield article in 2012. He said that it would be foolish to drop a rifle to attempt to obtain pepper spray, while being charged
No criticism of Professor Smith, but one would think this is so obvious as to not need saying.
Of course the sprayed bear needs some distance to halt its charge and might accidentally skid to a stop on top of the sprayer ... at which point nature will kick in, spray or no.

So would bear spray have worked? We dont know but I dont give the warden the benefit of the doubt, she said. He should know how to behave in bear country to protect the bear, especially one with three cubs.
