The person attacked is Senator Rand Paul, not Speaker of the House Paul Ryan. Ryan is second in line behind the Vice President, who is first in line.
The only senator in the presidential line of succession is the one who serves as President pro tempore of the Senate. Currently that is Orrin Hatch, and he is third in line. The Secretary of State is fourth in line.
