“the charges remain sealed by order of a federal judge.”
Does that mean manafort would not know if charges were pending?

Could be. But he’s a “cooperating witness,” and USUALLY a prosecutor will allow consideration for such a person to turn himself in by x time on y date.
They don’t usually do the raid with cuffs. That’s for “non-cooperating targets.”
