Why is it always President Trump who must step up to the plate with these things? Where is the Congress?

Because Congress can't do anything. They can hold hearings. Period. They can't indict, prosecute of imprison. That's the role of the Executive and since no one at DOJ seems interested in doing anything unprompted it's going to be up to the President to force their hand.
