In Winter 2014 “...gas-fired generators accounted for 55 percent of forced outages during the vortex, even though they represented only 40 percent of capacity in the impacted areas.
By contrast, coal-fired units accounted for 26 percent of outages and 31 percent of capacity, while nuclear generators suffered 3 percent of the outages but provided 12 percent of capacity.”
Would prefer that the whole regulation scheme be re-examined. Lot of bad rules distorting the market now.

My reading of the situation at the Daily Mail link indicates Perry is trying to increase the reliability of generation on behalf of the American people.
Adding a favorable regulation to support coal and nuke power because their fuel is onsite, and it pisses off the Natural Gas folks who are subject to interruption.
Another regulation for a heavily regulated industry. And, it just so happens to be in OUR interests.
