Well, of course it’s harder to hit a target when under stress. That’s what the heck training is for. Or at least part of it should be.
That training must be working - these officers seem to have no trouble fatally wounding their targets. That gay kid in Georgia was dropped with one shot — not sure about this case.
Of course, one definitely can bleed out fairly quickly if any major artery is hit, but the risk of a fatality is considerably lower with a leg, than if “center mass” is the target. There’s also the matter of intent - if a death occurs while an officer is trying to disable (but not kill) someone, well, it’s an imperfect world. I can live with it. I have a lot more trouble with the notion that lethal force is the 1st option in certain of these cases. Shoot (bad pun), the tech exists to make a reasonably compact “bola gun”, and a hefty shot of pepper spray is pretty disabling too. (Make a “pro” / police version only obtainable by law enforcement?)
Make no mistake, I still think at least 90% of these police shootings that draw national attention ARE justified. But, some are not. There may be more evidence to come to light in this one.
For the first fifty or so years of your life, local governments could and did quash stories like this. It was the word of a citizen against the word of an officer of the law.
The only difference is that now almost every adult and teenager carries a phone that makes video recordings.

But, when it comes to dogs...
We recently had a stray, not quite adult American Staffordshire Terrier decide to adopt us. Amazingly powerful dog. Affectionate as heck to us, but very territorial with anyone else, so we had to give it up to a lady with obvious great training skills.
If that dog came at you — you’d better have something better than a metal pipe on hand, or be very strong and awfully dang good with said pipe. Because if you don’t bash in that dog’s hefty skull with a perfect 1st swing, that pipe ain’t gonna do ya’ no good.

It’s not IQ. Cops are being trained like military. There is no trading to find out what’s going before shooting.
