MADISON - A state Senate committee on Tuesday approved a bill that would allow people to carry concealed guns without getting training or state permits and in some cases bring them onto school grounds.
The Senate Judiciary and Public Safety Committee signed off on the bill 3-2, with all Republicans for it and all Democrats against it. The wide-ranging legislation would also allow people to carry Tasers without training or permits and would allow felons to carry muzzle loaders.
Sen. Van Wanggaard (R-Racine), the chairman of the committee, said Senate Bill 169 would make the public safer and ensure Wisconsin's policies are the same for carrying weapons openly and concealed. Wisconsin has long allowed people to openly carry guns without training or permits.
"Quite honestly, I think I would rather have an individual that can lawfully possess a firearm and is carrying it, (and) I'd rather have them carrying it concealed because I think it creates a lot less tension when you're in a group of people," Wanggaard said.
"If theyre there for a lawful purpose and theyre carrying it for personal protection, theyre not going to be the problem. The one thats going to be the problem is the dirtball that has one thats illegal and theyre going to use it to conduct crime."
Democrats and other opponents disagreed.
"We need to be able to do this with a balance and some level of decency," said Sen. Lena Taylor (D-Milwaukee). "We need to have some regulations to make sure that were protected."
Taylor voted for Wisconsin's 2011 concealed weapons law, but opposes the latest legislation.

[Governor] Walker (R, WI) in June cast doubt on the legislation, saying he was happy with the concealed weapons law he signed in 2011 and believed it was "appropriate" for the state to require people to get permits to carry hidden weapons.
The bill would drop a blanket restriction under state law that prevents people from bringing guns into all police stations, secure mental health facilities and schools. Instead, officials in charge of those places would individually decide whether to ban guns from their properties.
Even if guns were specifically banned from the grounds of a school, those with permits to carry concealed weapons would still be able to bring them there, as long as the guns stayed in their vehicle or within five feet of their vehicle. Those with permits would also be free to bring guns onto any school grounds when there were no school activities.
The legislation also would allow felons to possess muzzle loaders and firearms manufactured before 1898.

Is the Wisconsin legislature in session year-round?
Georgia’s Constitution requires our General Assembly to convene annually,
and the session can last for only forty legislative days.
We have citizen legislators (not full time politicians).

Yup, the latest example of this NOT HAPPENING is last year when some Texas universities allowed Campus carry.

There was a school shooting in Mattoon, IL that wounded one student today, but the shooter was “subdued” and “disarmed” by a teacher before the police arrived.
Strangely, I could not find any article among several I read that described in any detail just how the teacher managed to subdue and disarm the shooter, who was also a student.
I’m wondering if the armed, if the teacher tackled the kid preventing another shot, or if the student was just ready to quit after his first target was hit. Funny that reporters aren’t at all curious.
Nevermind...one little ol reporter actually went and asked:

Then an update that the perp was subdued and disarmed by school resource officers, apparently not a teacher.

I support the concept, though I think having everyone learn the law and get practice is not a bad thing. Perhaps offer folks some kind of tax credit for taking the class and/or additional legal protections for those who have had training and education - not as a precondition but simply to help everyone to understand when it is appropriate to present/use a weapon & deadly force.
We have had a Republican super majority in the Tennessee House and Senate and a Republican governor for several years. Yet the RINO leadership (including our lying governor) always kills constitutional carry in committee and never lets it come to a floor vote. Now the Speaker of the House, who was the leader to kill CC, is running for governor. It disgusts me to even think of her becoming governor.
It’s amazing states like CA, with their open borders and total support for millions of criminal illegal aliens, and then they turn around and allow thousands of criminal inmates to hit the streets on early releases...Then these corrupt AH’s in CA bar most everyone in the state from protecting themselves.
Hard to believe they get away with this kind of control and 3rd world style oppression.
They “allow” you to exercise a Constitutionally protected Natural Right, endowed to us by our Creator.
How nice of them to “give permission.”
