When was the decision taken (and by who) the votes by citizens no longer mattered and need not be followed? Non-citizens cannot vote.

That is so obvious that you’d think that the issue would never come up. But sooner or later some crazy town council somewhere will come up with enough council votes, and the issue will pass.

And the argument will be: Non-citizen are affected by government, so they should have a say in choosing that government.

Well, children are also affected by government, in particular by the School Board. Should children be allowed to vote for school board members? If you’re a “progressive”, I suppose you’d say yes.
