It doesn’t matter how many are citizens and how many are illegals they get paid for both. Simple solution:
1) Make it really explicit that federal funding is ONLY for citizens and legal residents.
2) Have federal agents randomly audit schools, and prosecute school administrators for fraud.
After the first few prosecutions, it will clean up real fast.
