Capital Police have a very nice radio network with good coverage. My first guess would be that one of the officers at the shooting radioed in with just a call sign and the dispatcher thought that officer was assigned to Pelosi.
I would wager that one of the things that comes out of this is activating the available position tracking for USCP radios.
