Why would a former employee be granted such access?

Former employees keep their clearance because it is not necessarily job dependent.

Had a job with a particular clearance. After they downsized and I was let go my clearance was intact. All I had to go at next job was update my SF86

The access seems to be for anything in the PAST where she was personally involved.

Saw the letter....No date and says

Susan: not Susan Rice, not Ms.Rice.....

Pretty inappropriate...and reserve my opinion as to the truth of the letter.
