How does one become a “Peer Reviewed Journal?”
Is FR one by default of its membership?
The whole peer review system in science is deeply flawed.
But, it generally means that other scientist in your field evaluate your paper and gives it a green or a red light.
To me, it is an outdated system.
Any research can now be published on the web.
Then let the scientific method take its course.
