All judges do not have to be lawyers, not even U.S. Supreme Court Judges.

Every USSC Justice back to John Jay and company has been a lawyer. Quite a few have not been lower court judges.

Today, the American Bar Association has virtual veto power over all judicial appointments, probably at the state as well as federal level.
