That was my impression as well. The spread and descent arcs were suggestive of the anti-MANPADS flares that are carried by nearly every modern warplane these days.
Just add a little grist to the WP as a weapon mill, in the early days of WWI, the German Army began using WP machine gun ammunition in repelling assaults by Allied troops. Because it bursts into flame on contact will air, it was stored in oil until ready to be fired. The WP produced terrible wounds that were very difficult to treat because the bullet fragments were prone to self-ignite. It’s use as machine gun ammunition stopped suddenly when the British sent word across the trench line that they would summarily execute any captured machine gun crews if evidence of WP machine gun ammunition was found in German positions.
Of course, WP has, for a long time, been lawful to use for screening and marking targets. My knowledge is dated but I seem to recall improved WP rounds were under development to deal with advanced imagery in fire control systems.
