FBI crime report figures show that Alaska, Arizona, and Wyoming–three states that abolished their concealed requirement years ago–have since witnessed a decreased in handgun murders.
This runs completely counter to the left’s doom and gloom predictions whereby they claim doing away with a government-issued carry permit will mean more bad guys carrying guns, more shootings and violence, etc.
FBI figures published by the NRA show that Alaska’s handgun murder rate “declined after the state enacted permitless carry in 2003.” Moreover, in the years since Alaska’s permit requirement was abolished “handgun murders have declined as a percentage of the total number of murders.”

You miss the point.
Such a certificate would in no way be a permit.
Buy all the guns you want and don’t take a class.
Shoot someone and find out you are going to prison because you had no idea what is legal.
Or take the class, get a certificate that you took the class and that would help you support your actions in court.
It certainly will help you know what to say when the cops are interviewing you after the shooting.
My idea, although probably not perfect, is to protect the gun owner from doing something stupid.

That’s a lot of what the CCW classes are about. All together a great idea. I don’t think anyone needs a piece of paper though, but the classes should be highly recommended. Therefore they should be very inexpensive. Perhaps even subsidized, even though I don’t go for using taxpayers dollars for much. But in this case at least it would be for something conservative for a change.
That’s like saying we need a class and a certificate to exercise our First Amendment rights.
First I did not say that you NEED a certificate to purchase a gun or to shoot someone.
Second, if you will think about it more carefully I suspect you will come to the conclusion that shooting off your mouth in an inappropriate exercise of your free speech rights most likely will not kill a person nor get you put in prison, possibly for life.
So that comparison is a very poor one.
Even libel or slander will not put you in prison for life.
If you do not understand the need for educating people who carry as to the laws in their state, then you do not understand the laws in your own state nor do you understand that there are many prosecutors as evil as Nyfong who will happily crucify you in furtherance of their own career.
As an example, you might check your state’s law as to when you can shoot a person who has broken into or is breaking into your house.
You are at home and a guy is breaking in... Shoot him?
You come home from a late night dinner with your wife and open your front door and there is a guy in your house...Shoot him?
You wake up a 2:00 AM to a guy banging on your front door. You look through the little window beside the door and see a really rough looking brute of a guy and he is banging on the door so hard you are certain it is going to give way with the next blow.... Shoot him?
You com home to find your wife stabbed and bleeding all over everything and a guy running out the back door. You are carrying... Shoot the s.o.b.?
What do you do?
