After listening to Judge Napolitano on FNC, this does not surprise me. He said you have to make the stipulations when the money is granted, not after.

That is completely beside the point. The EO doesn’t change the funding.
Sorry to hear Napolitano gave such an inane commentary.

Those stipulations are in the grant documents and state which federal statutes are invovled. Failure to comply could result in loss of remaining grant funds, payback of any and all funds, loss of eligibility for any future funds. At least it was for all of the federal road grants that my city and county applied for when I was the public works director.
