There was a thread on here that indicated he wants to dismantle/restructure the 9th circus.
Dismantling the 9th will take a long time whereas just getting a lawsuit against himself is a lot easier, cheaper, quicker and a whole lot less fuss. Plus, winning would shut up a bunch of whiners.
