Some Republicans Think They May Have A Health Care Deal

GOP moderates and conservatives are nearing a deal on health care that in theory could get the Republican alternative to the Affordable Care Act out of the House and over to the Senate. The changes also might move Republicans even further away from passage ― no one really knows.

The deal, brokered between House Freedom Caucus chairman Mark Meadows (R-N.C.) and Tuesday Group co-chairman Tom MacArthur (R-N.J.), would allow states to get waivers eliminating the so-called community rating provision ― the rule that prohibits insurers from charging higher premiums to people with pre-existing conditions. In order to obtain the waiver, states would have to participate in a federal high-risk pool or establish their own, and satisfy some other conditions.

In exchange for that conservative concession, the amendment would reinstate the Essential Health Benefits that were already taken out of the bill ― though, again, states could waive those provisions as well if they were able to show that doing so would lower premiums, increase the number of people insured, or "advance another benefit to the public interest in the state."

That's according to a white paper describing the amendment, which is the result of weeks of negotiation between Meadows and MacArthur. While they have both agreed to the amendment, supposedly representing a number of conservatives and moderates respectively, the amendment is still being reviewed by the Senate and House GOP leadership.

I DON’T WANT A ‘DEAL’ - JUST REPEAL!!!

They keep talking about some 20 million who will be un-insured, what about the other 300 million who are paying ridiculous insurance bills????

MacArthur Amendment to the American Health Care Act - 4/13/17
Insurance Market Provisions

The MacArthur Amendment would:

• Reinstate Essential Health Benefits as the federal standard
• Maintain the following provisions of the AHCA:

o Prohibition on denying coverage due to preexisting medical conditions o Prohibitionondiscriminationbasedongender
o Guaranteed issue of coverage to all applicants
o Guaranteed renewability of coverage
o Coverage of dependents on parents’ plan up to age 26 o Community Rating Rules, except for limited waivers

Limited Waiver Option

The amendment would create an option for states to obtain Limited Waivers from certain federal standards, in the interest of lowering premium costs and expanding the number of insured persons. States could seek Limited Waivers for:

• Essential Health Benefits
• Community rating rules, except for the following categories, which are not waivable:

o Gender
o Age (except for reductions of the 5:1 age ratio previously established)
o Health Status (unless the state has established a high risk pool or is participating in a federal high risk pool)

Limited Waiver Requirements

States must attest that the purpose of their requested waiver is to reduce premium costs, increase the number of persons with healthcare coverage, or advance another benefit to the public interest in the state, including the guarantee of coverage for persons with pre-existing medical conditions. The Secretary shall approve applications within 90 days of determining that an application is complete.

The whole “pre-existing condition” thing is what kills pretty much everything except “repeal”.

The FedGov was never intended to wedge itself in between customers and insurance providers. It’s job is to preserve an environment where Americans can do business with each other in a way that is beneficial to BOTH parties without the risk of being ripped off or otherwise taken advantage of.

So, they can start with two things:
1. intestate insurance sales.
2. Tort reform.

It is patently unfair to require insurance companies to take on high risk (aka pre-existing condition) patients without charging accordingly. If you wreck your car and try to buy car insurance to pay for the damage, expect the premium to be rather high. You should have bought insurance BEFORE the accident.

I say that as a 63 year old that has no health insurance.

It is too bad that the deal does not include a full waiver of all of Obamacare’s requirements, not just limited to Community Rating and to Essential Health Benefits. There should be a waiver for pre-existing conditions as well.

What will be interesting is to see what the requirements are for the waiver. Does the state legislature have to request a waiver, the governor, or both?

There are about 22 MILLION Public Employee’s Nationwide that are Ineligible for Subsidies, this infusion of New Paying Customers will SAVE OBAMACARE. the SEIU and every other Public Employee UNION fully Endorse Obamacare and have held numerous rallies in support thereof.

I believe our Public Employees deserve the Best Health Care America has to offer, and that is the Official Government Health Care Plan, Obamacare. So why don’t you quit pussyfooting around and Proudly Proclaim your desire to see that ALL Federal Employees receive the Finest, Most Affordable Health Care the US has to offer, OBAMACARE.

All the Money currently wasted on these inferior high priced cadillac plans can be diverted to the Wall.

There is ONLY ONE WAY to make it happen:

Executive Orders or Legislation, the chance of CONgress doing it are the same as OJ Confessing, so I am choosing Executive Orders.

1. All waivers to the Affordable Care act are hereby repealed.

2. There shall be NO funds drawn from the treasury to pay for Health Insurance for ANY Federal Employee except Members of the Armed Services.

3. ALL Federal Employees except members of the US Armed Services, SHALL purchase their own personal and Family Health Insurance from the Affordable Care Exchange in the state they legally reside.

4. There shall be NO Medicaid Reimbursement funds allocated to any State that does not have 100% of their Public Employees enrolled in the Affordable Care Act.

And to make sure it is Bipartisan, President Trump should VETO it every Time and FORCE them to Override his Veto to Repeal this Monstrosity.

Sign these 4 orders and it will be FULLY REPEALED in Less than 30 days.

NOT UNTIL, Anyone want to make a BET???

Exactly. The campaign promise of Trump and all these slimy GOPers was to repeal and then take further steps to reestablish a constitutional free market.

That means taking away the unconstitutional federal legislation disallowing interstate competition—not giving states even more power by letting them choose whether community rating is mandated.

Abolish all the exchanges, in every state, and let people buy into this:

The rates will be cheaper. And this chart shows the rates BEFORE the employer (in this case, your fed gov’t) contribution, as well as after the employer contribution. Let employers buy into the plan on behalf of their employees, and they can choose from the same plans that federal employees can get in their home state.

It is the single best way to ensure that we don’t end up with commie-care.

No. Compelling us to pay for benefits we do not want is not a conservative position, nor is it an American position. Repeal Obamacare.

In practice it completely guts the pre-existing conditions requirement if the insurance companies can charge whatever they want.

Outright ban of the requirement would be so unpopular which is why Trump said he would keep it many times in interviews.

I will wait till more comes out on this to judge.

Trump needs to get some major reforms through congress or 2018 will be a bloodbath.
