Those commercials aren’t pointed at you — it means “owe AND CAN’T PAY.”
Yeah, I think you should not give Uncle Sam one red cent until the last possible second. A few bucks in penalties makes sound fiscal sense if your opportunity cost is higher by turning it over.
If you have it, it isn’t “owing” in the way those commercials meant.
