How about having classified information on a private email server? Where’s the outrage there?
The President can give anyone a clearance for reasons of his choice. The whole Security Clearance notion is a construct of the Executive branch.

The President of the US has directed the Defense Investigative Service to establish of a new level of security clearance named after our former Secretary of State.
Mr Kushner will receive a “Hillary Clinton” clearance based on his qualifications and need to know, as determined by the POTUS.
This clearance level has been held in the past by top executive advisors such as Huma Weiner, Sidney Blumenthal and John Podesta. The POTUS is confident Mr. Kushner will adhere to all accepted methods of safekeeping national security information in a manner at least as good if not superior to others holding a ‘Hillary Clinton” level security access.
If Mr Kushner should in the future accept foreign funds, or run for public office using funds raised for him or contributed to him by any non-US government, his “Hillary Clinton” security access will be reviewed.
As will the security clearance of any member of Congress who does the same or who deals with any lobbyist, registered as a foreign agent or not.
Thank You again for your concern in keeping America safe from any foreign interference in our political process.

Clintons White House staff mostly couldn’t get clearances. Obozo didn’t care either.
It is interesting that dems don’t want kushner there. Tells me he might be effective than some would like
