My guess is the guy had a number of complaints about his dog barking and was under the gun.

He should have found it a home where it wouldn’t have disturbed so many people.

He royally screwed up.

Or, he was a control freak who didn’t know how to train a dog to not bark.

I’ve known people like this.

It’s domination of others, not “consideration”.

Also, it’s not like no one has invented the damn ‘bark collar’.

Cheap and effective, if you *must* quiet down a dog.
