In my dream world, a visa would require a thumbprint, and then its data goes into a computer. Every 30 days said computer spits out those that have expired and arrest warrants issued.

Living your dream. Currently, applicants give ten prints that are matched against databases. If the applicant later has a law enforcement encounter that is reported back and the visa can be canceled if warranted.

I know a guy who studied abroad in Denmark. That's pretty much how his student visa there operated.
