Yes there is. Congress can pass a law accomplishing the same goal. Congress can also pass a law restricting the federal judiciary from jurisdiction over immigration and visitation to the United States.
Unfortunately today’s Congress will not even pass the same legislation to overturn Obamacare it passed 6 times during Obama’s reign.
If Congress was doing its job there would be no need for executive orders.
The easiest way around this is to simply have U.S. Customs & Immigration officials stop processing visa applications from any of those five countries. Let the stupid judges who issued these rulings go to those countries and process the applications themselves.
It can also be accomplished by strengthening the vetting process to be extraordinary in it’s detail. I do not believe he even needs an EO to do this.
