Hypothetically speaking: Congress approves spending and the President implements that spending. Is the President required to spend? Can he not choose to spend less and downsize the Federal Bureaucracy as he sees fit?

Mick Mulvaney, head of the Office of Management and Budget, said on Hugh Hewitts radio program last week that it was important for the administration to change how Washington thinks. If liberals are sent home to San Francisco or where ever - I don't care what they think. Just as long as they're NOT in DC making policy.

Government Worker = Oxymoron
Reminds me of the reply I would give when someone would ask “How many people work for your company” (a defense contractor), I would say “About Half”.
The US Government is probably about 25%. But it fluctuates greatly, the actual Military (not the civilians) I would say 80-90%, the Post Office maybe 10%.
