Maybe to keep people from buying a plan, filing a huge claim, then cancelling? That is almost a requirement when insurers are required to insure in spite of pre-existing conditions.

well, i’m still reading it. but i guess they’re trying to keep people getting the gov’t allowances they’re giving away by just signing up when they need to.

To encourage people to use insurance the way insurance is intended. You get insurance before you need it, not after.

Because they are also requiring insurers to cover pre-existing conditions. If you're going to do that then you've got to do something to prevent people from signing up for insurance only once they learn they're sick.

Covering everyone’s preexisting conditions is very, very expensive and requires a very large pool of insurees. This is why this whole process may be doomed to failure until Congress realizes that nsurance only works when eceryone pays into the pool before they get sick.

I suspect this provision is motivated by the fear that people will sign up for insurance when sick, and after getting treated, quit paying until the next time they get sick, at which time they would re-up for a short time and then quit again. A better way to deal with this gaming the system would be judicious use of waiting periods before being able to use benefits for designated purposes, barring emergencies.
