If he told the actual truth about this is would go something like this...

“Currently, when we ship products out of America, many other countries make their own people pay very high tariffs and taxes — but when foreign companies ship their products into America, we charge our consumers almost nothing.”

But of course, that would reveal the stupidity of the whole thing.

Again I think he is presuming we realize this hurts our international competitiveness. But this is not stupid , it’s common sense.
