The white settlers brought their language, their laws, their political institutions and technologies (or invented new ones). They were also always a large majority of the country (and still are).

Slaves taken from Africa brought their backs.

Only a handful of Mexicans were present in the Southwest and California when they became part of the United States: the rest came for opportunities after the country was developed.

So, yeah, whites did build the country.
