If a boy is post-pubescent. He is not a boy. Whether he is then emotionally mature enough to consent to sex is another matter.
So, a male who reaches puberty at 14 is not a boy? He’s both emotionally and physically fully a man?

That’s your definition. Common modern use of the language is different.
