Only those legally in the US have the ‘immigrant’ designation.
American law expressly refers to those illegally in the country as ‘illegal aliens’, never as immigrants.
How about putting a tracking anklet on them a week BEFORE their visa expires and they either get it removed when they board their plane home or Marshals close in.
Simple solution. Update all database records for known illegals to “wanted for rape and murder”. ALL of them. Then let the Sheriff have the quandary of letting them go without knowing if the rape/murder notice is real or not.

The biggest, it does not do any of this "comprehensive immigration reform" or talk about it once. It only directs to enforce existing laws which have been ignored by so many administrations.
For instance, on unaccompanied minor illegals it brings out that one or more of their parents paid for the smuggler to bring them over and that these parent(s) are usually in the US illegally BUT the minor has to be reunified with the parents by LAW. So, before the child was just given to the illegal alien parents, end of story. But now, the illegal parents will be prosecuted for paying the smuggler and deported along with the child. Now that is applying the law.
Loving it. Secure our borders and remove the damn invaders.
