A distinction with no difference in the grand scheme.

It was 20% of production capacity, not 20% of what is theoretically still in the ground. And Hillary delegated an underling to actually sit in on the negotiations, as is probably the case most of the time. So, on Hillary's watch, with her approval, 20% of uranium production capacity went to the Russians. So the charge is "mostly true," not "mostly false," as Politifact claims.
