The high speed rail is not actually intended to be built. It's just a method for transferring money from the taxpayers to liberal friends of the liberal regime in Kalifornistan.
I have read elsewhere that there has been a problem with this dam for ten years and the officials chose to ignore the problem and instead spent their money on social programs that benefited illegals. Well I say no federal funds. Let them learn how to properly budget.

Watching those helicopters dropping the bags of rock looks like running back and forth with one grain of sand at a time to block the overflow on a goldfish tank.
