I am not a lawyer, so I don't know how this will work.

If there is a terrorist strike on our soil, or Trump feels he has had enough, he could ignore the courts. But, that will give the Democrats and the Fascist left their "impeachment" mantra.

Halting all immigration would make it worse in the eyes the idiot 9th ciruit. They already said that state universities were harmed by inability to recruit and hire overseas. If all immigration is stopped, the harm is even greater, in their ill-informed judicial view.

Better to issue a departmental directive to Customs that all visa applications must be reviewed by the President. Slow it to a crawl.
