Then let them take on the tasks and the heat for some of these actions
If his delay in immigration is to develop stronger vetting procedures, then get an Attorney General in place, let him get his department cleaned out and organized let Sessions and Kelly work out vetting procedures, then implement them

What does delegating have to do with keeping his promises to us? CEOs know how to accomplish tasks, not postpone them like politicians.
