Three brothers who managed office information technology for members of the House Permanent Select Committee on Intelligence and other lawmakers were abruptly relieved of their duties on suspicion that they accessed congressional computer networks without permission.
Brothers Abid, Imran, and Jamal Awan were barred from computer networks at the House of Representatives Thursday, The Daily Caller News Foundation Investigative Group has learned.
Three members of the intelligence panel and five members of the House Committee on Foreign Affairs were among the dozens of members who employed the suspects on a shared basis.

That would be the easiest way to up your salary when you have multiple bosses and with no-one actually in charge as a “shared employee”.

It could be as simple as a conflict of interest in hiring, i.e., corruption on the part of the hiring manager, with a kickback via a deliberately inflated salary.
This is common in the third world.

Get a search warrant and nab all of their personal computers, phones, and other devices. Investigate their emails, and other communications.
