It’s a terribly flawed institution. However, Haley has indicated that good relations with Russia depend on good behavior by Putin (since he is essentially owns the country). Putin’s chauvinistic and aggressive policies won’t get him restored relations with the West, and Trump won’t be his tool.
It’s our nature to extend the hand of friendship. Bush tried it with Putin. Obama tried it with Putin. Trump wants to try it with Putin. That’s how we are.
