Is there any way to time the picture on the right? I’d heard it was taken at 1pm.

It was first tweeted out at a little after 9 AM Eastern time. It's bogus. There are several copies floating around with the 9:02AM Eastern Time Stamp but the news media will not report on them. They are insistent it was posted at a little after noon.
