Beijing has deployed advanced Dongfeng-41 ICBMs in Heilongjiang Province, which borders Russia, according to reports based on images, possibly leaked to coincide with Donald Trumps inauguration as US president. Pictures of China's Dongfeng-41 ballistic missile were exposed on Chinese mainland websites, the Global Times said citing reports in some Hong Kong and Taiwan media. Russian news agencies identified one of them as the Apple Daily, a Hong Kong-based tabloid-style resource. It was revealed that the pictures were taken in Heilongjiang Province. Military analysts believe that this is perhaps the second Dongfeng-41 strategic missile brigade and it should be deployed in northeastern China, the report in the Chinese daily adds. The Global Times works under the auspices of the Peoples Daily, the official newspaper of the Chinese Communist Party, though the former tends to be more controversial.

The Dongfeng-41 (DF-41, CSS-X-10) (simplified Chinese: DF-41; traditional Chinese: DF-41; literally: “East Wind-41”), is a Chinese solid-fueled road-mobile intercontinental ballistic missile in the flight-test stage of development.
It has an operational range between 12,000 km to 15,000 km. This would make the DF-41 the world’s longest range missile, surpassing the range of the US LGM-30 Minuteman which has a reported range of 13,000 km. It is believed to have a top speed of Mach 25, and to be capable of MIRV delivery (up to 10) - [that’s 10 individually targeted nuclear warheads per missile].

That location will give them the maximum throw weight against CONUS, meaning us. However it will give them very sufficient throw weight against Russia. In effect it is the ideal place for offensive weapons against CONUS and Russia. China could place weapons even further north and west to achieve more throw weight against Russia if desired.
