I’m sure this has been discussed but can there be a pardon when their own no crime alleged? Is it similar to Nixon’s pardon to avoid any prosecution? I don’t know the ins and outs of this stuff.

Pardoning Hillary (and having her accept his pardon) would be an admission that she was crooked all along.
Nope. The deal was struck. He won't pardon her and Trump won't pursue charges. This is why she conceded without putting up a fight.
