General Motors Co. this week will announce plans to invest at least $1 billion across several U.S. factories, two people familiar with the plan said, a move aimed at underlining its commitment to U.S. manufacturing jobs in the wake of President-elect Donald Trumps criticism of the auto makers imports from Mexico.
GMs announcement could come as early as Tuesday, the people briefed on the plan said. The company will cite a number of new jobs in excess of 1,000 stemming from the investment but doesnt plan to specify which of its factories are in line for more work, one person said.
A GM spokesman declined to comment. The Trump transition team didnt immediately return a request for comment.

Yes, these are PAINTED BLACK but they do this so that when they manufacture them by the thousands, they are all the same color (black) and they don't need to be matched with each individual car color.
I am a designer. IMO, if these four segments (two on each side) were to be painted the same color as the car (in this case 'silver'), it would GIVE THE CAR A MORE UNIFIED LOOK as to the eye it would adjoin the body with the roof for a more unified look.
Ya dig? I know what I'm talking about. It's okay to disagree but for half a grand take these segments and have them painted silver and you will not only have a UNIQUE vette but other vette owners will look at your car and try to figure out why it looks better than their vette. LOL They will ask you what option was it where you were able to get those segments the same color as the car.

I know my car will look better if I paint these posts to match the car color. I have no doubt about that.
The above is an example. See the area surrounding the driver door and passenger door? It's all the same color as the car. THEY RARELY DO THIS ANYMORE!!! Doesn't THIS look better though? Makes car look more unified and solid.
Here's an example of the 'black post' that they do now on MOST cars:
