This warning was not speaking entirely of the Military, and the Companies providing equipment. What it is referring to is what has come to be called a “Shadow Government”, or as Kennedy called it a “monolith”, and what is now referred to as The Deep State.
Decisions and influence which can hijack government policies made in secret by unaccountable and unelected people who don’t seem to have the citizen’s interest at heart.
If you go to the White House website, you can access the history of the federal budget and find that defense spending has undergone a significant decline(54% to 16%) and spending on the welfare state has exploded (28% to 74%) since Eisenhower left office. Here is the link:

Likely today Ike would say:
“Now this conjunction of an immense welfare establishment and a successful political industry is new in the American experience. The total influence — economic, political, even spiritual — is felt in every city, every Statehouse, every office of the Federal government. We recognize the imperative need for this development for the well-being of our political class. Yet, we must not fail to comprehend its grave implications. Our toil, resources, and livelihood are all involved. So is the very structure of our society.”
I don’t think he will take on the bankers per se. He’ll likely encourage them to help finance the company’s rebuilding America. Dodd Frank is likely history.
He’s taking on the NWO. The pentagon bureaucrats are going to be downsized to increase equipment and get the soldiers what they need. I also expect the size of the military to grow - especially the Navy - needed to beef up patrols especially in the South China Seas.
Mattis said that the ratio of Pentagon Employees to Men in the field is way to high. Reducing that drain will provide the money to build up the military.
I don't think he's going after them but I don't think he's going to let them run roughshod over the country either.
Everyone always fails to mention his warnings, in the same speech, regarding the dangers of public policy being driven by a “scientific-technological elite” under federal employment, where “a government contract becomes virtually a substitute for intellectual curiosity.”

Whenever an industry is hugely dependent on government for its revenue, that industry will try to control government. It happened with the military industrial complex. It is happening now with the solar, wind, and healthcare industries.
Between Medicare, Medicaid, and the VA, there must be close to a 100 million patients where the government is paying the bills.
Replaying this Ike speech makes people wary of the military industry but do you really think people are wary of doctors and hospitals and malpractice attorneys yet ? I don’t think they have realized who the enemy is yet. People are still blaming insurance companies and the government agencies running the VA, Medicare and Medicaid. None of these is responsible for the cost of healthcare — they are simply the people distributing other people’s money.
It is why they killed Kennedy. He was about to walk away from Viet Nam and also drastically cut the budget of the gang that couldn’t shoot straight, the CIA.
Konev and Zhukov were Allied generals too.
Our enemy now is the Government Media Complex.
