This could have been explained better.

** Arizona has a “defense of third person” law that allows someone to use deadly force against another who is threatening or injuring a third person. It was not unusual that the passing driver was armed in this gun-friendly state with loose regulations. **

Instead of “loose regulations” he should have said that honest citizens are able to exercise their second amendment rights to defend themselves, their family and others.

At one time, for those with a pistol license, Suffolk County in Long Island NY had a defense of a third person as well. I am not sure if it still does
