Given the administration’s proclivities, I’d say “Chelsea” Manning will be at the top of the pardon list.

In a word...SPITE...
He won’t pardon Manning, Bergdahl or Snowden, but may commute Peltier’s sentence.
It makes him popular with the community that supports the pardoned criminals.
I honestly don’t care about pardons as long as it isn’t Hillary Clinton, her conspirators or an attempt to say “all Dream-act members, blanket amnesty”.
This is one of the few areas under the Constitution he’s legal. Frankly, the nation would have been better off if he spent eight years just writing pardons for a lot of black criminals individually while they go back in jail if they screw up again instead of all the other corruption, abuse of power, politicization of every government agency, social engineering, undermining of our defense, etc.
