The National Guard confirmed he had been a member but said he was honorably discharged four months ago:

he served in National Guard and signed up in August 2016.

So...he signed up, didn't go to Basic and then got an honorable discharge? That's the only thing that makes sense. I'm not sure where in the process a new Soldier receives an ID card. Also, which state was he NG? I'm assuming Alaska, but they didn't say.

Most states have a pre-basic program which weeds out a lot of the misfits and unfits. If he just enlisted in August, they found him out pretty quickly and gave him his discharge.

If it didn’t involve criminal behavior (like, maybe just being nuts), the discharge would be honorable.
