I never assumed that we would give Mexico the bargaining power to hold back the building of the wall on allowing them to have the power to withhold funds. That would be a loser negotiating position and Trump would never put himself in that place. Until its built there is nothing to pay for.

Think about it. Three years from now when our border is secure and the Left says Mexico didn't pay for it Trump can smile and shrug his shoulders because the majority of the voters will adore him for building the wall in the first place.
As much as I am looking forward to seeing the construction of an actual, effective border wall / fence combination; I think it’s pretty safe to say that lawsuits from every angle (particularly on environmental grounds) will drag this through the courts for years before any ground is broken. I hope to be proven wrong on this.
Sell naming rights to individuals and corporations just like ballparks, etc. Put portions of the wall up for bids. Both sides.
