You are proposing a tax. Anytime a cheap import is allowed in someone loses their job here and American money leaves the US.

But when all those other countries out there tell us they don’t want our products unless we build a factory in their country (actually, lots of countries have long had a 50% or whatever domestic content/assembly requirement) we might look at it a little differently.
There’s a line that could indeed spark an unfortunate trade war.
