That's how I understand it - hacking is a constant and long-standing tradition among world powers (including the United States) - yet most of the news coverage creates the impression that this is something brand new, something unprecedented - and that only Russia is doing it.
And this false impression gains a foothold even amongst a public in which millions of people have been having problems with malware on their own computers for years.
