There was no 15 year old girl. There wasn’t even a 17 year old girl. So....who did he attempt to have sex with? A completely false person built on lie after lie after lie to arrest someone. It’s all fake.

Well like I said, I am coming around to your point of view. To me the trigger would be the exchange of money. No money was exchanged so I do not see where a crime was committed. One might be able to make a case for solicitation of prostitution. I need more details to reach a conclusion.

The mere agreement or offer to complete a sexual act in exchange for a fee (i.e. money) is enough to support a solicitation charge. This also means that both parties to the agreement—the person offering a sexual service and the person accepting the service, can be charged with prostitution.
